The 2005 J. W. Woomer Award  

Awarded To: Ian R. Harris


"In recognition of engineering professionalism in the coal industry"
Ian R. Harris is a senior mining engineer at Washington Group International and is a member of the Operations Excellence Team, an initiative of the Mining business unit that studies and applies innovation in asset management for mining projects. Mr. Harris started work in the coal industry in 1994 at Southern Ohio Coal Company’s Meigs underground longwall coal mines. With Washington Group, he held management positions increasing in responsibility for more than five years at both the Paso Diablo and Mina Norte surface coal mines in Venezuela, culminating in his position as mine manager at Mina Norte. Both mines are high quality truck and shovel operations with multiple steeply dipping seams and complex geology. One of his major accomplishments included the transformation of the planning department from hand calculations to modern computerized planning for engineering take-offs through mine and business planning. This required extensive training and development of the staff in computer technology and technical skills along with the identification of key required resources. At Paso Diablo, he served as the production superintendent and focused on asset management and improving mine plan execution and compliance. At Paso Diablo, 39 million bcm of waste and 6.8 million tonnes of coal are moved each year, with a fleet of 41 trucks and 6 (electric and hydraulic) Shovels. There are 808 employees Mina Norte has a fleet of 23 trucks and six hydraulic shovels, 402 employees, and moves 12.6 million bcm of waste and 1.4 million tonnes of coal annually. Mr. Harris’s experience includes international operations and project management, financial analysis and control, bid estimating and engineering, personnel development, and technology transfer. He is fluent in Spanish and English. Mr. Harris graduated with a B.S. degree in Mining and Minerals Engineering from Virginia Polytechnic and State University, where he served as president of the Burkhart Mining Society.
