The 2004 Environmental Distinguished Service Award  

Awarded To: John E. Carter

"In recognition for outstanding achievements and contributions to the development and improvement of environmental professionalism in the minerals industry"
Carter has been the manager, mining properties-maintenance and restoration for The Doe Run Company since July 1994. His responsibilities are to ensure that the inactive, historic mine/mill operations owned or previously operated by St. Joe Lead Company, are stabilized in order not to pose a risk to human health and/or the environment. These sites are located in six Superfund Sites, three in Missouri, and one each in Kansas, Oklahoma and Montana.

Carter joined St. Joe Minerals Corporation as a mining research engineer in 1977 and worked as a mine engineer, at the Fletcher Mine from 1978 to 1980. He served as the environmental control engineer/environmental manager for the Southeast Missouri Mining and Milling Operations of St. Joe and The Doe Run Company, from 1980 to 1994.

Carter graduated from the University of Missouri – Rolla (UMR) with a B.S. in geological engineering. He earned a professional degree in biological sciences/geological engineering from UMR in 1996. He served in the U.S. Army – Artillery from 1969 to 1971, including 16 months in Viet Nam. He is a registered professional engineer, registered geologist and is licensed as a lead abatement supervisor in Missouri.

Carter currently serves on the environmental committees of the Mining Industry Council of Missouri and the Associated Industries of Missouri. He is also a member of the Regulatory Environmental Group for Missouri and the National Mining Association’s Solid Waste and Water Quality Subcommittee.
