Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. "IntroductionThis chapter deals with the on land disposal and storage of fine tailing in slurry form behind dams. Other types of tailing, such as coarse dry cobbs from magnetic separation of iron ores and other dry materials, have special problems and are not addressed in this paper. The disposal of mine waste is not included, except as such materials may be of value in the construction activities related to tailing disposal.In earlier North American mining, mines were smaller and frequently disposed of their tailing by direct discharge into neighbouring streams or bodies of water. Where that was not practical or not permitted, the solids were collected in tailing ponds and only the effluent liquids were released or decanted. The dams used for these early impoundments were fragile structures and failures were common. With the advent of large, low-grade open pit mines, and increasing awareness of environmental and safety considerations, recently established mines have carefully-designed tailing disposal systems, with wellconstructed dams and attention given to protection of the environment. Older mines are being improved or at least being examined critically with a view to upgrading as necessary to meet the new standards.Modern tailing disposal systems are highly variable and unique to each mine. Tailing pond selection and design is dependent on available topography as also is the design of transport and water reclaim systems. Suitable sites that are at higher elevations than the mills or distant from them may require that the tailings be pumped. Dams, either earth or rock structures built of the most convenient and economic material, are usually a suitable mix of local borrow, mine waste and coarse tailings. The most economic structures are those built mostly of coarse tailing."

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. "Tailings in the mining and smelting industry are reject products of the refining process which are deemed too deficient in native are to warrant smelting. They are essentially finely ground rock materials which have been moved by alluvial suspension from the site of crushing to a deposit site. It is realized that components of flotation chemicals used in specific gravity separation may become part of the tailings and also that sewage sludge or other materials may be added at some stage to the tailing deposits.It would seem, then, that as tailings have a similar parent material to soils, namely rocks, and that they have also been comminuted to similar size fractions, they would react in similar ways to soils. There is an increasing body of evidence and experience which both supports and negates this supposition. It is the object of this paper to point out similarities and contrasts between these two materials which may influence the vegetation and rehabilitation of tailings.Soil-Formlnq FactorsThere are considered to be six soil-forming factors which impart the particular and unique properties harboured by a soil at any site. It is .relevant to consider each of these in turn, as each provides an historically based parameter with which to judge tailing properties.Parent MaterialsAlthough all mineral soils have originally come from rocks, for most soils the route has been rather circuitous. Soils may be formed directly from underlying rocks, as in some parts of tropical and semitropical regions today; these are sedentary soils. However, most soils of the world have been formed by materials which were transported to their present site by ice, water or wind, or as volcanic ash. Virtually all soils in Canada have been transported by ice or water and deposited on an extraneous rock surface during the last glacial retreat. Ice-deposited materials are extraordinarily heterogeneous in their size components and may range from very bouldery and gravelly to predominantly clay-sized materials. Water deposited sediments are usually homogeneous, but nevertheless these also show considerable level variations. In many parts of Canada, clay-sized materials deposited in ephemeral post-glacial lakes form the parent material for soils."

"The formation of geopolymers from mine tailings using cold-bonding processes is known to be possible. Numerous cold-bonding methods exist, but the hydrothermal processes involving high temperatures and pressures in the presence of steam have been found to be the most ideal. This paper presents the results of successful preliminary studies to apply hydrothermal bonding processes to mine tailings agglomerates. Particle-size analysis revealed the particle size of the tailings waste to be 80 percent passing at 35 µm. The compressive strengths of the tailings pellets were shown to increase with time in the curing vessel, closely approaching the 400 lbf of standard iron ore concentrate pellets. These strengths are sufficient to allow use of the tailings pellets as aggregate materials for asphalt and cement. Additional applications may be possible, including reprocessing to extract more valuable materials and usage as agglomerated road-bed materials, backfills for building foundations, and replacements for sand and lime in cement.IntroductionMine tailings are a waste byproduct of ore concentration and are available in large quantities across the world. Despite their abundance, they have received little attention or consideration for beneficial use. One reason is that the chemical nature of the material is not well known. Another factor that has hindered direct usage is the fine particle size. This raises the questions: what is the composition of the tailings, and how can such fine solids be beneficially used? Because the mining industry produces concentrates, the tailings may be treated as concentrates and processed in the same fashion, but it would be inefficient to consider full sintering or induration conditions for materials that have little ore content. To achieve sustainable operation, the development of technologies to use these tailings is necessary. Mine tailings should not be considered waste, and an “out of sight, out of mind” mentality does not represent a sustainable solution for the future.One iron ore mine in Michigan is estimated to have accumulated more than 400 million metric tons of tailings during its last 30 years of operation, with an additional 180 million metric tons accumulated before the ore body is depleted. These mine tailings currently have no practical use, largely due to a scarcity of knowledge of their true physiochemical nature. It is thought that lack of quality control of the waste material prevents its use, but variability in the unprocessed ore prevents a consistent waste stream composition. The fact that the tailings are available in such great quantities makes them an extremely attractive resource. However, developing a sustainable, low-cost means of repurposing the mine tailings waste as a construction material may only be completed once the tailings are physically and chemically understood. Due to the high silica content of the material studied, cold bonding was determined to be the most viable method for processing the tailings into a usable product."

Knight Piésold and Co. hosted its annual roundtable discussion on March 17, 2011 at the Stockman Hotel and Casino in Elko, NV. The theme for Roundtable 2011 was, ?High density tailings, paste, and filtered tailings,? although the topic may well have been subtitled, ?Don?t prematurely rule out any technologies before they are given their day in court.? Bryan Ulrich, Knight Piésold?s local representative, as well as Tom Kerr from Knight Piésold?s office in Denver, CO, were on hand to help facilitate the discussion. Ulrich and Kerr are senior vice president and president of Knight Piésold?s U.S. practice, respectively. The event played host to more than 30 attendees from several western states. Attendees included personnel from a dozen mining properties and various corporate offices. There were also attendees from manufacturing and specialist consulting firms who have been providing services to various high-density tailings, paste and filtered tailings operations worldwide. It may be noted that the term ?filtered tailings? is used in this discussion. Alternative terms, such as ?dry stack? or ?dewatered tailings,? should be avoided whenever possible, as such terms tend to give a false sense about the nature of the material since these materials typically still retain a significant amount of moisture.

In a tailings storage facility, the chemistry of pore water is a function of oxidation and dissolution of sulfide minerals, containing metals and metalloids, the neutralising effect of gangue minerals and the geochemical processes controlling solute equilibria such as pH, redox potential, precipitation, ion exchange and adsorption. On the other hand, the changes in geochemical composition of tailings feed over time is a function of spatial variability within the orebody and modifications in processing method. Tailings properties such as pyrite content, pH, concentration of deleterious elements, surface chemistry, pore water chemistry and particle size are already shaped in the dynamic environment of a process plant.To engineer desired environmental outcomes, a new research framework is needed. The new approach should follow the physical and geochemical processes of tailings feed and construct models that can be used for the prediction of seepage water quality and dust propagation and evaluate the potential re-processing of tailings or production of tailings with desirable surface chemistry, particle size and internal structure. The challenge of developing tailings engineering model is not in laboratory techniques, but more of the overall communication of results and establishing the link between disciplines. It requires investigating geochemistry across mining and processing for improved environmental outcomes at tailings storage facilities.The paper reviews the current tailings management practices by comparing the geochemistry and mineralogy of tailings and the chemistry of seepage water from three Australian case studies in the context of geology, mineral processing and climate. A gold mine in southern China has transitioned from an open pit operation to a fully underground mine. An overhand mining method is used which requires the mined stopes to be filled with backfill having an unconfined compressive strength of at least 0.35MPa. Tailings from the process plant is deposited into separate flotation and Carbon in Leach (CIL) tailings storage facilities. The tailings has a high fines content and the thickener on site could only produce a dilute flotation tailings at a solids content of about 30 wt%. This resulted in two undesirable outcomes: the density of flotation tailings in the Tailings Storage Facility (TSF) was significantly lower than planned so that the TSF could not store the life of mine tailings and that the backfill product had to include a high percentage of manufactured aggregate and increased cement content to achieve the required strength. This paper presents results of a tailings study which identified that the flotation TSF would be capable of storing the remaining life of mine tailings if an amended backfill product made up of 100% of flotation tailings could be introduced. A 100% tailings backfill with the addition of 8% cement was developed by classifying the tailings and using the coarser fraction in the backfill. This backfill allowed 60% of the flotation tailings to be placed underground and only the remaining 40% in the flotation TSF. A new thickener was designed and installed to thicken the tailings and rheological testing of the tailings, using a closed loop pilot plant, provided parameters to upgrade the underground reticulation system to deliver cemented backfill to stopes throughout the mine and to deliver thickened tailings to the TSF. "The Kemess Mine, a major producer of gold and copper, is located in north-central British Columbia. Kemess was brought into production in May 1998 by Royal Oak Mines. On February 11, 2000 Northgate Exploration Limited acquired Kemess Mine from receivership. Since acquisition in 2000 Kemess has seen many accomplishments, including the reduction of costs by 40%.One of the largest site capital costs was the construction of the tailings storage facility dam, which when finished will be one of the largest earth filled dam structures of its type. The existing construction design by AMEC called for a kilometer wide rock dam to be built from the 1350 M elevation to the 1504 M elevation at a 5.5:1 slope by hauling over 30 million tonnes of non-acid generating waste rock 7-kilometers from the open pit to the tailings dam, which was highly expensive.Kemess realized an opportunity for cost reduction was possible if the dam could be built from suitable quality tailings sand; however the sand did not meet the neutralizing potential ratio specifications. It was determined that cycloning combined with flotation to reduce pyrite concentration in the sand would produce a non-acid generating product for dam construction. The sand plant design challenges were to remove the sulphides from the tailings to obtain an NPR greater than 2:1 and provide a consistent sand product for the construction with a fines content of less than 15% passing 200 mesh. After a 2-year testing design and construction period, the sand plant was successfully started at the end 2002 resulting in higher than expected sand quality and production rates.This paper describes the plant design phase, commissioning, and operation of the tailings sand plant for construction of the tailing storage facility dam to enable us to meet all the engineering and regulatory requirements. The many challenges faced were successfully met using several innovative designs. The operational, economic, and environmental benefits are detailed."

"The Caijiaying lead zinc mine is located in China, north-west of Beijing, in Hebei Province. The region experiences severe winters, below -35°C, and warm summers, up to 30°C. The mine and concentrator commenced operations in the second half of 2005 with a conventional tailings disposal system consisting of a tailings dam with peripheral ring main discharge and central water recovery. A second similar dam sharing one common wall was added later. In view of the extreme winter conditions tailings lines and ring mains plus spigots, together with return water lines, require insulation and electrical trace heating. The volume of process water trapped as ice in the tailings dam ponds each winter is significant. This seasonal variation presents a major difficulty in the management of process water availability. Although Caijiaying is an underground mine there was no backfill plant at the start of operations. As plant throughput increased more quickly than originally anticipated, tailings storage capacity became a prime concern. The construction of a backfill plant in 2007 reduced the pressure on surface tailings storage area requirements, but as suitable land on which to construct further tailings storage was both expensive and difficult to acquire, a more efficient use of the available area was required. Dry tailings storage, where flotation tailings are filtered to provide an immediate return of process water plus ‘dry’ tailings filter cake for stacking, provided an answer to both the land area required, and the water management difficulties. "Tailings Engineering has the responsibility for planning and coordinating tailings disposal and for ensuring the stability of the tailings dyke. The inclusion of both the planning and geotechnical functions in one team has resulted in greater efficiency in the design and planning process. Major challenges in tailings disposal facing Syncrude are in the areas of: (1) sludge disposal; (2) instrumentation and monitoring; and (3) liquefaction. Meeting these challenges will have a significant effect on the cost effectiveness and reliability of the mining operation.IntroductionThe size of the tailings disposal operation has led to the establishment of a large engineering team devoted solely to the disposal of tailings. The paper outlines the adoption and evolution of ‘sustainable development’ as a concept in tailings management practices in the mining industry over the last 30 years. Over 500 lives have been lost in tailings facility accidents since World War 2. The paper outlines commonalities in many of these accidents, particularly the role of excess water. It considers the role effective tailings management can play in enhancing the social acceptability of mining in the future.Tailings management is a major operating cost at many mines while the cost of successfully closing tailings facilities is also very high. Current tailings management practices in the industry are outlined. The technical and engineering challenges of reducing potential risks associated with tailings by reducing water entrainment are described. The successful development of practical techniques to better manage tailings and reduce water consumption and wastage are described. For example, water removal in the alumina industry to produce a paste for dry stacking is now a reality.The future adoption of these new risk reducing techniques by the industry is discussed and the implications of the adoption or non-adoption of these techniques on the industry’s future ‘social licence’ is considered.

In 2005, with the significant reduction of iron content in the “Quadrilátero Ferrífero” reserves, Vale began the study of alternatives for the tailings disposal in other structures, that are not tailings dams. In 2011, after bench-scale and pilot-scale tests, it was defined to implement the project "Alternative methods for tailings disposal", including the construction of experimental drainage piles to get mineral and geotechnical process parameters for future projects. The result of this study shows that it is technically possible to replace traditional tailings disposal (dams), to dry stacking, with the proportion up to 20% of ultrafine tailings in the total tailings composition, however, this study is in evolution and the scale of the project / pile is being gradually increased to guarantee a good performance for the mineral and geotechnical process.

"INTRODUCTIONGold tailings retreatment plants have been operated for many years throughout the world. Several large tailings retreatment facilities have been operated profitably in South Africa since 1976 and there are tailings retreatment operations in Canada currently in production with more in the feasibility stages.The Timmins Gold Tailings Project of ERG Resources Inc. was designed to treat 8,000,000 tonnes per annum of gold tailings for an eight month operating season, and commissioning of the operation began in July 1988. The payback period for this project is about 3 years which corresponds to an IRR of 30%.This report summarizes the metallurgical characteristics of the reclaim tailings, describes the process flowsheet which was developed to enable ERG to economically recover gold from the Timmins area tailings, and reviews commissioning activities."

Complying with air pollution regulations created the need to dispose of increased sulfuric acid production by the Morenci smelter. As a result, a two-module leaching plant was constructed to leach Morenci flotation tailings. The leaching plant was equipped to perform the following operations: leach feed pumping, agitated leaching, two-stage countercurrent decantation, neutralization of leached tailings, and copper precipitation. Ancillary facilities were provided for neutralizer and flocculant preparation as well as precipitant handling and recovery of precipitates. Plant control is automatic from a central control panel supervised on a shift schedule by one operator and two helpers. Construction of the first module was initiated in April 1973 and leaching of tailings commenced in November 1974. Construction of the second module began in January 1975 and was completed in November 1975.

KENTUCKY'S first acid-grade fluorspar flotation mill, shown in Fig. 1, was placed in operation Aug. 1, 1952, by the Pennsylvania Salt Manufacturing Co. at Mexico, Ky. During 1951 a critical shortage of acid-grade fluorspar developed and it became necessary for the company to produce part of its fluorspar requirements. In 1951 the company purchased the Crider and Lennen metallurgical fluorspar mill and an adjacent stockpile of tailing at Mexico, Ky. The tailing, assaying about 26 pct calcium fluoride, originated from log washer and jig mill concentrators in the area. As the mill did not have a fluorspar dryer or convenient rail facilities, the company leased the Burleson concentrator at Marion, Ky., where these facilities were available. At Marion, Ky., on the Illinois Central Railroad, dry acid-grade fluorspar is transported direct to the company's Calvert City, Ky., hydrofluoric acid plant.

There are many potential uses in gold mining for an initially stiff element of backfill that will yield at a predetermined load and maintain that load to beyond a compression of 30%. Such elements could be used as yielding rib pillars, as replacements for more conventional supporting packs, as con- fining bulkheads for mass backfill, as supports to provide lateral constraint, and load-carrying augmentation to overloaded rock pillars. The paper describes a system of reinforced cemented backfill that can be used to provide the above requirements. The necessary characteristics of the reinforcing and the cemented tailings are described together with the method of design to obtain a predetermined stiffness and yield load. The load-compression characteristics of the reinforced tailings elements are described and the effect of changing various of the design parameters is demonstrated.

Mine tailings represent one of the two largest sources of mine waste from the minerals industries (the other being waste rock). Given the problems of declining ore grades and growing production, tailings generation is increasing exponentially across the global mining industry. Common practice is for mines to build large containment dams to store tailings during operations, which are then rehabilitated following mine closure. At some sites, however, the controversial practices of riverine or marine dumping of tailings is still practiced. As recent tailings dam failures have shown, there are legitimate questions being raised about the long-term viability of leaving tailings above ground due to the risks of collapse and failure. At present, it is rare for mines to emplace tailings back into former mine voids following mine closure, most commonly into a former open pit mine void (although a fraction of the tailings may be used for underground mine backfill, this is minor in scale). The approach of in-pit tailings has numerous advantages, such as inherent physical stability, low to negligible acid and metalliferous drainage (AMD) risks, as well as allowing more productive use of formerly mined land. In tropical areas where surface repositories are prone to leakage with potential for AMD and widespread dispersal of radionuclides (in the case of uranium mining), in-pit management provides particularly strong advantages – thorough hydrogeological studies are required, however, to address residual groundwater contamination risks and to establish sound, long-term environmental monitoring regimes for groundwater quality and subsidence issues. This paper presents a study of in-pit tailings management and compares it with surface repositories established in a tropical climate. The comparisons lead to the conclusion that, at least under tropical conditions, in-pit tailings management should be considered as world’s best practice – especially for radioactive uranium tailings.
